论地方志编纂的法治化保障
On the Legal Protection of the Compilation of Local Chronicles

Abstract
Local chronicles are important carriers for recording the historical changes of a region and inheriting Chinese civilization.The compilation of local chronicles requires legal protection.The compilation of local chronicles in China has gone through three important stages:compiling chronicles in accordance with regulations,compiling chronicles in accordance with laws,and governing the compilation of chronicles through legal means.The achievements have been abundant,but there are still practical problems such as low legal protection level,unclear division of responsibilities,weak enforcement,insufficient team building,and difficulties in collecting materials.Currently,the work of local chronicles has been elevated to the status of a national strategic project,a foundational project of national history,and a project of Chinese civilization.Therefore,it is necessary to enhance the legal protection for the compilation of local chronicles,formulate the"local chronicles law",clarify its status as a"hard law",and focus on the institutional design for the administrative attributes of local chronicle work institutions,the collection and preservation of local chronicle materials,the scope of local chronicle work,the compilation process,and supervision and penalties.Meanwhile,it is necessary to form a contingent of high-quality professionals for local chronicles compilation,intensify the promotion of local chronicles laws,advance the judicial application of local chronicles laws,effectively implement the spirit of General Secretary Xi Jinping's important instructions and directives on local chronicles work,and promote the transformation and upgrading of the work of local chronicles in accordance with the laws in China.关键词
