边境地区乡村教师队伍建设:困厄与对策
Construction of Rural Teacher Team in Border Areas:Predicaments and Countermeasures

Abstract
The difficultly of retaining teachers in border villages,the structural shortages and the high turnover rate lead to uneven teacher structure,which is a critical factor to constrain the development of border areas and rural revitalization.Based on a survey of 11 rural schools in four border counties in Dehong Dai and Jingpo Autonomous Prefecture in Yunnan Province,combined with human capital theory and the research paradigm of new structural economics,the challenges of imbalanced construction of rural teacher team in border areas are identified:the imbalance in teacher structure and the mis-match in human capital development,the disparity between rural teacher attrition and regional comparative advantages and the inadequate alignment of personal professional development with public training resources.Innovate the government's"visible hand"and the market's"invisible hand"in the dis-tribution of production factors,adjust measures to local conditions to shape the mode of allocation of teacher resources consistent with the comparative ad-vantages determined by the factor endowment structure of border areas,the construction of rural teacher team in border areas have self-sustaining ability in an open and competitive market.关键词
