Abstract
Enhancing grassroots emergency governance capacity is a key link to further promote the modernization of the national governance system and governance capacity,and grid-based management,as a grassroots social governance innovation model,has an empowering role in grassroots emergency governance.The efficacy of grid-based management empowering grassroots emergency governance mainly focuses on the aspects of people-oriented peddling,multi-party linkage,fine service,institutional advantages,data submission,etc,and also exposes the reality of dilemmas in the dimensions of subject,mechanism,rules,and technology,etc.In order to crack the multi-dimensional dilemmas,it should be remodeled into four paths:at the subject level,build up a firm pattern of linkage and closed-loop pattern;at the mechanism level,optimize the multi-dimensional guarantee and overall process;at the rule level,cultivate the legal concept and humanistic consciousness;at the technology level,break the technology supremacy and the"information chimney".关键词
