Abstract

Water resources are essential to social life and economic development,with a significant portion consumed by agricultural irrigation,industrial production,residential living,and ecological preservation.The nine provinces and regions along the Yellow River-Qinghai,Sichuan,Gansu,Ningxia Hui Autonomous Region,Inner Mongolia Autonomous Region,Shanxi,Shaanxi,Henan,and Shandong-play a vital role in the country's social and economic development as well as its ecological security.However,water resource utilization in this area has been relatively extensive,resulting in water security issues,such as excessively high levels of water resource development and a fragile ecological environment.Research into the efficiency of water resource utilization supports conservation efforts and the intensive use of water resources,ultimately aiding in ecological protection and promoting high-quality development within the Yellow River basin to some extent. The evaluation system of water resource utilization efficiency indicators was constructed in four aspects:industry,agriculture,domestic,and ecology.The global super efficiency slack based model was used to calculate the water resource utilization efficiency of various provinces from 2003 to 2022.The analytic hierarchy process was employed to derive the weights for each aspect,and a weighted sum was used to obtain the comprehensive water resource utilization efficiency.Finally,the tobit model was applied to explore the influencing factors of water resource utilization efficiency. The results showed that the average agricultural,industrial,domestic,ecological,and comprehensive water resource utilization efficiencies in the nine provinces along the Yellow River from 2003 to 2022 were 0.417,0.511,0.635,0.465,and 0.506,respectively,with an overall upward trend.The agricultural,industrial,living,and comprehensive water resource utilization efficiencies in the middle and lower reaches of the Yellow River were higher than those in the upper reaches,while the ecological water resource utilization efficiency in the upper reaches was slightly higher than that in the middle and lower reaches.Per capita GDP,the proportion of the tertiary industry output value,and the intensity of R&D expenditure were positively correlated with comprehensive water resource utilization efficiency,while per capita water resource volume,urbanization rate,and the proportion of agricultural and industrial water usage were negatively correlated. To enhance the efficiency of water resource utilization,the provinces along the Yellow River must optimize their industrial structures and water usage,strengthen water-saving management in regions with abundant water resources and higher urbanization levels,and improve technological innovation related to water conservation in the western provinces of the Yellow River basin.
