国家骨干水网工程定价模式思考
Thought on the pricing mode of national backbone water network project

Abstract
It is of great practical significance to establish a scientific and reasonable water price mechanism to ensure the benign operation of water network projects,optimize the allocation of water resources and promote the economical and intensive utilization of water resources. The national water network,energy network and transportation network belong to the same national strategic project.In view of the problems existing in the current pricing,referring to the pricing mechanism that the power grid,natural gas network and refined oil basically implement comprehensive pricing and the price difference between provinces and regions is not large,the pricing model of water network project is put forward,that is,the backbone project of water network gradually promotes a single pricing model to reduce the gap between the water price of the terminal water city and that of other regions.In view of the differential promotion of engineering characteristics,such as the comprehensive single pricing of the central line artesian project,the eastern line pumping project adopts a fixed cost to implement a single pricing,and the operating cost,such as the electricity fee,implements a segmented allocation pricing model.The feasibility and necessity of the single pricing model are further demonstrated from the current water network foundation and characteristics. Taking the first phase of the Eastern and Middle Routes of the South-to-North Water Transfers Project as an example,the single water price and the water price bearing capacity of each water receiving area are preliminarily calculated.The calculation results show that the South-to-North Water Transfers Project is used as the water source,and the terminal water prices of the Eastern and Middle Routes are within the range of water price bearing capacity.According to the current management system,the project under the same management subject adopts the segmented pricing model.There are some drawbacks in the operation of the project itself,or in terms of market equity and regional balanced development.It is necessary to refer to other energy pricing models to adjust the pricing model of water network projects.Referring to the pricing experience of other resources,the water network project adopts a single pricing model of "different entry and same exit,same network and same price",which has the advantages of optimizing the management mechanism,improving the management efficiency,reducing the price difference between the beginning and the end,eliminating the discrimination of water price,stabilizing the market price and promoting the balanced development.Of course,there are also disadvantages such as the increase of water price at the beginning,touching the existing stakeholders,and not reflecting the "scarcity is precious".The drawbacks of the adjustment of the pricing model can be solved by the adjustment of water resources tax to maximize the positive role of the policy.关键词
