Abstract

[Objective]This study aims to explore the characteristics of carbon budgets at the county level,clarify carbon compensation strategies for different regions,and provide references for the formulation of reasonable low-carbon management measures and accurate county-level compensation mechanisms,supporting the achievement of the'dual carbon'goals.[Methods]The research focused on Chongqing's 38 districts and counties,utilizing long-term time-series data on land use,energy consumption,and socio-economic factors.A carbon budget accounting system and Gini coefficient were used to analyze the spatiotemporal dynamics and balance of carbon budgets.The comparative advantage index and three-dimensional magic-cube method were used to establish a comprehensive carbon compensation zoning scheme.[Results](1)From 2000 to 2020,the carbon budget showed an upward trend,with a stable spatial distribution pattern.Carbon emissions increased by 2.67×107 t,following a'single-core(nine districts in the main city)radiation'distribution pattern,while carbon absorption only increased by 3.2×106 t,showing a spatial distribution of'higher at the two wings,lower in the central city'.(2)The disparity in carbon emissions remained relatively balanced from 2000 to 2020,with the average Gini coefficient for carbon emissions at 0.35,below the 0.4 warning threshold.The carbon emission economic contribution coefficient(0.76~3.06)and the carbon ecological carrying capacity coefficient(0.01~14.71)exhibited large variations,indicating a significant mismatch between supply and demand.(3)According to the comparative advantage index,Chongqing was divided into 20 payment zones,16 balance zones,and 2 compensation zones.Combined with the management type zoning,the regions were divided into 6 categories,including 2 carbon payment zones-low-carbon emission reduction zones,3 payment zones-low-carbon optimization zones,15 payment zones-low-carbon control zones,4 balance zones-low-carbon optimization zones,12 balance zones-low-carbon control zones,and 2 compensation zones-low-carbon control zones.[Conclusion]The spatiotemporal differentiation of carbon budgets in Chongqing is significant,with a pronounced mismatch between carbon supply and demand.Clear regional disparities exist in comprehensive carbon compensation.In order to ensure ecosystem stability,differentiated comprehensive carbon compensation strategies should be formulated based on scientific principles,promoting ecological protection and restoration projects,and facilitating carbon balance across regions.
