粮食安全背景下撂荒地治理与村社集体经营秩序重构
Governance of abandoned land and restructuring of collective agricultural management order from the perspective of food security
摘要
Abstract
Currently,great importance is attached to the protection of arable land and food security in China so large financial re-sources has invested in the management of abandoned land,aiming to cultivate the abandoned land and achieving food output.In the central and western mountainous areas,declined,proportion of rural labor engaged in agriculture,elderly agriculture,disinte-gration of left-behind agriculture and spontaneous land transfer order result in the problem of"no one to farm the land".Therefore,the intervention of village-community collectives is needed to reconstruct the order of agricultural operation.As the land owner-ship subject,village-community collectives has the relative advantage of operating agriculture by improving agricultural produc-tion conditions,moderate scale operation,and internalizing production costs,and become very important to ensure national food security.The intervention of village-community collectives in agricultural operation not only achieves the unity of land ownership and management rights,but also compensates for the coordination function of village community collectives.After solving the problem of public goods supply and improving the level of mechanization,the village-community collectives has the conditions to reabsorb small-scale farmers into the agricultural management system.关键词
