Project down to the countryside and the development of new collective economy——empirical analysis based on A town in Hubei Province
摘要
Abstract
The national project down to the countryside provides a new opportunity for the development of the new-typed collec-tive economy in the central and western regions.Under the concept of market operation,the rural collectives in the central and western regions use project resources to enter industrial market,policy market and capital market,forming three types of project practice:industrial construction type,project investment type and enterprise investment type.However,in the specific interac-tion process between collectives and market,the three types projects respectively encountered structural constraints of marginal industrial structure,selective policy allocation and unaffordable social costs,which led to the operation disadvantage of the collec-tive economy and caused the dilemma of resource consumption.Practice shows that we should change the perspective of"the col-lective in the market",to"the collective in the country"to reposition the new collective economy,give play to the advantages of the collective system,promote the effective connection between national project resources and village public demand,provide ser-vice guarantee for farmers to enter the market,and lay economic and organizational foundation for rural revitalization.关键词
