Strengthening policy implementation:practical mechanism and generative logic of farmer mobiliza-tion in the improvement of rural human settlement environment——A case study of Dong village in L town of Hubei Province

Abstract
How to mobilize farmers to participate in the improvement of rural settlememt environment is an important issue to achieve good governance of rural environment.Village-level organizations play an important role in the mobilization of farmers.The study found that village-level organizations stimulate farmers'participation enthusiasm by strengthening the implementation of policies.Strengthening the implementation of policies means strengthening the original policy implementation methods and con-tents with flexibility to meet the actual needs of the target groups,so as to achieve better implementation results.It is embodied in three aspects:strengthening policy publicity to create an atmosphere of national participation,strengthening policy content ad-aptation to improve farmers'willingness to participate,and strengthening farmers'rights and interests protection to improve farm-ers'ability to participate.The intensified implementation of policies by village-level organizations is the result of the initiative of village-level organizations,the publicity of village society and the political nature of improvement tasks.关键词
