基于市场细分的白货运输"公转铁"对策研究
Measures for Modal Shift from Road to Rail in Non-Bulk Cargo Transportation Based on Market Segmentation

Abstract
Currently,China's modal shift from road to rail for bulk cargo has achieved initial success,while the potential of modal shift for non-bulk cargo remains underutilized.The non-bulk cargo transportation market in the Yangtze River Delta was taken as an example.It was subdivided into four market segments:① the most time-and reliability-sensitive;② comprehensive;③ the second-most time-and reliability-sensitive and least price-sensitive;④ price-sensitive.The potential of different market segments for modal shift was analyzed.The correspondence between the actual target market and the segmented market was determined through the membership function,and the implementation of several service improvement measures was quantitatively evaluated based on the specific models of different target markets.The results indicate that Class ② and Class ④ have higher potentials and can be optimized by price measures,while Class ① is the second and Class ③ is the smallest,which can be optimized by time and reliability measures.The research results provide technical support and experience introduction for the government or enterprises in assessing policy measures,to effectively exploit the potential of non-bulk cargo for modal shift from road to rail.关键词
