两大三角洲地区市域(郊)铁路发展存在问题及对策建议
Problems and Countermeasures for Urban(Suburban)Railway Development in Yangtze and Pearl River Delta Areas

Abstract
Urban(suburban)railways have an important significance in leveraging the leading role of the central city and promoting the development of new urbanization.The urban(suburban)railway in China experienced the"exploration period"in the early stage and is in the"rapid development period"in the new era,which faces a series of issues concerning high-quality development.Taking the Yangtze River Delta and Pearl River Delta as the main research objects,this study reviewed line and network planning,line construction,operation management,and policy and measures of urban(suburban)railways.The development of urban(suburban)railways in the two deltas has achieved certain results.However,there are some problems such as insufficient understanding of objective laws in planning preparation,lack of improvement in planning management,unreasonable technical standards for project construction functions,high project investment,inadequate network operation interconnection,mutual transportation,and mutual maintenance,poor passenger flow efficiency,lack of overall coordination and improvement of the institutional mechanism standard system,and insufficient policy support.On this basis,by drawing on the development experience of Tokyo and Paris metropolitan areas,countermeasures and suggestions for the high-quality development of urban(suburban)railways were put forward from the perspectives of policy,planning,construction,and operation.关键词
