论"同盟管理"视域下的美日菲合作
The U.S.-Japan-Philippines Cooperation:From the Perspective of"Alliance Management"

Abstract
The academic discourse on"alliance management"provides a new analytical framework for stud-ying the U.S.-Japan-Philippines cooperation.Since September 2022,the rapid advancement of trilateral co-operation among the United States,Japan,and the Philippines has been closely related to the comprehen-sive application of four"alliance management"strategies employed by the United States to promote this col-laboration.First,as a"power constraint"measure,the United States strategically plans the U.S.-Japan-Philippines trilateral cooperation and sets relevant cooperative agendas.Second,as an"interest coordina-tion"mechanism,the United States entices Japan and the Philippines into the trilateral cooperation with possible benefits.Third,as a"mechanism-building"approach,the United States strengthens the institu-tionalization of U.S.-Japan-Philippines cooperation and integrates it into the Indo-Pacific framework.Fourth,as a means of"cognitive shaping",the United States defines a common identity for the U.S.,Ja-pan,and the Philippines while reinforcing ideological alignment.The policy rationale underlying this"alli-ance management"is that of the US leadership and its allies following suit.It aims at containing China and engaging in geopolitical competition with the support of both bilateral and multilateral alliance mechanisms.In the U.S.-Japan-Philippines cooperation,the United States applies these four management strategies in a parallel and overlapping manner,which is to some extent of the nature of"quasi-alliance".All of the four"alliance management"strategies showcase and underscore the U.S.'s dominance and validate its role as the"power-in-control".关键词
