Japan's Legal and Institutional Assistance Diplomacy in Southeast Asia:An Analysis of Motivations and Approaches

Abstract
In the post-Cold War era,Japan's legal and institutional assistance has evolved through four distinct phases—exploration,development,maturation,and spillover—emerging as a critical approach of re-gional diplomacy.Aimed at consolidating its influence and facilitating overseas business operations,Japan seized the strategic opportunity of institutional transitions in Southeast Asian nations.It has gradually devel-oped a"point-line-plane"strategic framework centered on the realities of recipient nations,guided by the Of-ficial Development Assistance(ODA),and structured through a"public-private collaboration model",which has tremendously propelled the progress of assistance.This article examines the evolution and defining charac-teristics of Japan's legal and institutional assistance,drawing lessons therein,which might shed some light on China's foreign legal cooperation initiatives.Key insights include:prioritizing the needs of recipient countries serves as an expedient approach for latecomers in the field of legal assistance;the comprehensive support for cultivating international legal professionals is indispensable;and managing inter-donor coordination remains a persistent challenge.China should strategically leverage Japan's experience while remaining vigilant against the latter's attempts to isolate China through legal alliances with its partners.关键词
