霸权国推动国际组织改革的策略差异
Differences in the Strategies of the Hegemon in Promoting Reforms of International Organizations

Abstract
The reform of international organizations(IOs)has become a central issue in global governance.As the dominant global power,the United States frequently adopts differentiated strategies to promote certain reforms.While existing studies have observed IO reforms through the lenses of state-centrism and or-ganizational autonomy,they fail to pay sufficient attention to the strategic variation employed by hegemonic powers.This study argues that a hegemon's approach to reform is shaped by two key factors:its relative power enjoyed in the organization and the availability of alternative institutions.The former acts as a driving force,shaping the hegemon's initiative to reform;while the latter serves as a dragging force,shaping its at-titude—whether supportive or obstructive—toward reform.Hence the hegemon may adopt one of the four strategic approaches,i.e.the steering,the coercive,the exclusive,or the obstructive reform.This theoreti-cal framework can be justified through empirical case studies elaborated herein,including the U.S.support for technical quota adjustments in the International Monetary Fund(IMF),coercive reforms of the adminis-trative structure of UNESCO,exclusive reform efforts in the United Nations Security Council,and the ob-struction of the World Trade Organization's(WTO)dispute settlement mechanism.关键词
