The Third Wave of"Resource Nationalism"and the Protection of China's Overseas Interests
摘要
Abstract
"Resource nationalism",as a significant political phenomenon in the global resource competition,has undergone three waves of evolution.The third wave of"resource nationalism",which e-merged around 2020,inherits and innovates the measures of the first two waves of"resource nationalism",featuring strategic competition for critical mineral resources,geopolitical instrumentalisation of resources,technological binding with industrial upgrading,and environmental-social responsibility linkage,etc.Mean-while,it has exerted distinct impacts on the security of China's transnational investment and national re-source supply chains.It affects the security of China's energy supply chains,complicates China's foreign in-vestment environment,deteriorates China's foreign investment image,and intensifies the pressure on China to deal with green barriers.In response to the different impacts of the third wave of"resource nationalism",China should adopt coping strategies to ensure the security and stability of the key resource supply chains and maximize the benefits through measures that combine supply chain diversification with domestic resource development,expand the foundation for cooperation through technological innovation,and enhance international communication of its ESG(Environmental,Social,and Governance)practices.Furthermore,the uncertainty of"resource nationalism"requires China to comprehensively adopt varying policy tools and pay more attention to the protection of overseas interests.关键词
