Progress and Implications of Building a Just Transition Mechanism in the European Union
摘要
Abstract
The concept of just transition emphasizes that the well-being of all social groups should be valued when carrying out environmental protection,and the sustainable transformation of economy and society should be achieved in a just and inclusive way,which is an important social mechanism to support the smooth implementation of green transition policies and measures to address climate change.The 2019 European Green Deal proposes to establish a governance system for realizing a just transition,help regions that are highly dependent on fossil energy to solve the employment and social problems they face in the transition process,and explore the establishment of institutional arrangements such as a pillar mechanism,technical support and financial allocations for realizing a just transition.Although the EU has faced some challenges in the design,implementation and safeguard of mechanisms for realizing a just transition,the relevant initiatives have helped narrow the internal differences on the common realization of climate goals,and have provided useful reference for other countries and regions facing similar challenges.In the process of realizing the"dual-carbon"goal,China should pay attention to the issue of social justice,follow the people-centered principle,help affected groups,industries and regions to alleviate their difficulties through the implementation of targeted measures,proactively explore the paths and initiatives of a just transition that suits China,and take the initiative to realize a just transition as a new focus of international climate cooperation and take the initiative to realize a just transition,making it a new focus of international climate cooperation.关键词
