The Carbon Hegemony of Neo-Imperialism:Rights and Resistance
摘要
Abstract
The international competition in the field of green and low carbon is becoming increasingly fierce,and the situation of global greenhouse gas(GHG)emission reduction is not optimistic.Under the complex situation where globalization and climate crisis are deeply intertwined,neo-imperialist countries have been allocating and controlling carbon emission rights by virtue of the global carbon trading system they have constructed under their leadership,shifting their climate responsibilities,and constructing carbon hegemony,while developing countries are facing the governance dilemma of mismatch between their emission reduction responsibilities and capabilities.The asymmetric allocation of power is specifically manifested in the elasticity problem between carbon emission quotas and actual emission variables,the dynamic game of climate governance and responsibility attribution,and the contradiction between efficiency and fairness in carbon market clearance.The essence of carbon hegemony is that the new imperialist countries consolidate their dominant position in the global economic value chain by reshaping the discourse framework of the global carbon pricing system under the pattern of maintaining the imbalance in the sharing of the costs of established international ecological governance.Developing countries should establish a dynamic mechanism for allocating carbon emission rights,implement the principle of equality in global ecological responsibility,build a unified carbon trading market for the BRICS countries,and actively seek countermeasures through enhanced international cooperation.China's active participation in,contribution to and leadership of global ecological civilization not only provides strong support for the construction of China's socialist ecological civilization,but also helps to properly solve the problems brought about by the carbon hegemony of neo-imperialism,and provides Chinese wisdom and Chinese solutions for all countries in the world,especially developing countries.关键词
