Motivations and Obstacles for Researchers to Participate inStandard Setting:A Case Study Based on the Key Laboratory of the State Administration of Market Supervision(Rare Earth Product Detection and Traceability)

Abstract
The participation of researchers in standardization can promote the transformation of academic knowledge to the industrial field and accelerate the dissemination and diffusion of new technologies.The paper analyzes the motivations and barriers of researchers'participation in standard setting based on the case of standard setting in the Key Laboratory of the State Administration of Market Supervision(Rare Earth Product Detection and Traceability),interviews with relevant researchers,and applies the rootedness theory to analyze the motivations and barriers of researchers'participation in standard setting.The study found that the primary motivation for researchers to participate in standard setting is to promote social progress,which includes promoting industry cooperation,fulfilling social responsibility,and serving local development;the second is to pursue personal growth,which includes acquiring industry knowledge and reflecting personal value;and the last is to support the development of the organization,which includes improving the reputation of the organization and obeying the arrangement of superiors.The first obstacle for researchers to participate in standard development is the difficulty of establishing projects,specifically including little practical experience,weak market position,and difficult industrial integration;secondly,the unit does not pay attention to it,specifically including little financial support and incentives;and lastly,the high cost of participation,specifically including a long cycle of standardization and consuming much energy.The findings of the study not only deepen the relevant theoretical research,but also bring practical insights for promoting the participation of researchers in standardization.关键词
