Intergovernmental Coordination for the Modernization of Metropolitan Areas:Multiple Barriers,Compound Logic and Innovative Strategies

Abstract
Metropolitan area is an important support for building a coordinated development pattern of large,medium and small cities.The modernization of metropolitan area is the demonstration and model of Chinese-style modernization construction.Inter-governmental coordination is a practical requirement for modernization of the metropolitan area.Inter-governmental coordination in the modernization of the metropolitan area faces multiple obstacles such as constraints,insufficient internal drive,and weak mechanisms in terms of the foundation of development,the start-up of response,and the implementation of the modernization.The composite analysis of the"system-situation-process"framework shows that the combination of weak institutional foundation,separation of internal and external contexts,and insufficient process elements constrains the efficient operation of inter-governmental coordination.In this regard,we should clarify the goals,ideas and methods of inter-governmental coordination in the metropolitan area,strengthen the institutional foundation,create a synergistic model of internal and external cooperation,and promote the smooth operation of the elements of the coordination process.关键词
