Punctuated equilibrium in China's policy change scenarios Tests and modifications based on rural cooperative medical policy

Abstract
Punctuated equilibrium theory originated from the West has strong explanatory power for policy change,but its explanatory power in Chinese scenarios needs to be further tested due to the differences between the Chinese and Western political systems.Taking rural cooperative medical care as a case study,it is found out through historical documentation review that allocation of attention,policy image change,and institutional friction proposed by punctuated equilibrium have certain explanatory power for the changes in cooperative medical care.However,in the context of the Western political system,in order to compete for the policy arena,various interest groups make policies alternate in the sub-systems and macro-systems by bringing opponents into the agenda,mobi-lizing policy entrepreneurs,and carrying out activities of civil society groups,resulting in a poor explanatory power of changes.However,the Communist Party of China,the National People's Congress,and government depart-ments constitute a stable policy arena in China.The case study of cooperative medical policy change find out that the driving powers that lead to the change in the definition of issues in the policy arena mainly include the compati-bility of related policies,the inclusion of expert and scholar opinions in the decision-making system,the impact of emergencies and the attitude of the public.Therefore,the punctuated equilibrium model is modified to enhance its explanatory power in the Chinese policy context.关键词
