Impact of China's new energy demonstration city policy on corporate carbon lock-in

Abstract

The new energy demonstration city policy,as a crucial step in promoting the green transformation of China's energy system,is expected to provide significant support for addressing the carbon lock-in dilemma.However,limited literature has systematically eval-uated the carbon unlocking effects of this policy.Whether the new energy demonstration city policy serves as an"amulet"or a"tighten-ing spell"for corporate carbon lock-in warrants in-depth exploration.Based on panel data from China's A-share listed companies span-ning from 2009 to 2021,this study employed a difference-in-differences-in-differences(DDD)model,taking into account the develop-ment characteristics of high-carbon industries,to assess the impact of the policy on corporate carbon lock-in and its heterogeneity.Fur-thermore,the study analyzed the underlying mechanisms.The research findings indicated that:① The pilot policy for new energy dem-onstration cities significantly mitigated the degree of carbon lock-in among pilot enterprises in high-carbon industries.Specifically,com-pared to non-pilot areas,the degree of corporate carbon lock-in in high-carbon industries in pilot areas decreased significantly by 1.06 percentage points.The negative causal relationship between them held under a series of robustness checks,including parallel trends,placebo tests,and propensity score matching estimations.By encouraging enterprises in pilot areas to adopt new energy technologies,the policy not only accelerated the transformation of high-carbon industries but also provided a practical platform for the innovation and application of low-carbon technologies,thus contributing to breaking the stable pattern of carbon-intensive systems.② The impact of the new energy demonstration city policy on corporate carbon lock-in exhibited heterogeneity.The policy demonstrated more pro-nounced effects among non-state-owned enterprises,large enterprises,and enterprises with high capital intensity,while exhibiting rela-tively weaker impact on state-owned enterprises,small and medium-sized enterprises,and enterprises with low capital intensity.③ The new energy demonstration city policy indirectly affected carbon lock-in by facilitating corporate digital transformation and improving corporate carbon emission efficiency.These research findings provide policy references for the government to promote and deepen the implementation of the new energy demonstration city policy and help enterprises escape the high-carbon dilemma.At the same time,this study offers a new perspective for converting the advantages of new energy development into advantages for low-carbon transition and carbon lock-in eradication.
