Impact of agricultural environmental regulation on urban-rural integration development:taking China's"agricultural green development pilot zones"as a quasi-natural experiment

Abstract
As an important component of China's agricultural development system,the role of agricultural environmental regulation in promoting urban-rural integration development has become crucial for advancing Chinese modernization.This study took the establish-ment of the first batch of"agricultural green development pilot zones"as a quasi-natural experiment,using panel data from 280 prefec-ture-level cities in China from 2011 to 2022.From the economic,social,and ecological perspectives,the study constructed an urban-ru-ral integration development index system and used double machine learning to empirically analyze the impact and internal mechanisms of agricultural environmental regulation on urban-rural integration development and discussed its heterogeneity and multi-dimensional impacts.The results showed that:① Agricultural environmental regulation effectively promoted urban-rural integration development.This result remained robust after a series of robustness tests.② Mechanism tests showed that agricultural environmental regulation mainly promoted urban-rural integration development by fostering agricultural modernization and the flow of public capital factors,but it did not have a significant impact on agricultural green transformation.③ Heterogeneity analysis indicated that there was a certain de-gree of the"resource curse"dilemma in the urban-rural integration development effect of agricultural environmental regulation on re-source-based cities.The central and western regions,due to relatively backward economic and social conditions compared to the eastern regions,found it difficult to fully exert the policy effects of agricultural environmental regulation.Additionally,higher fiscal autonomy enhanced the impact of agricultural environmental regulation on urban-rural integration development.④ From a dimensional perspec-tive,although agricultural environmental regulation had positive effects on urban-rural economic integration and social integration,it did not promote urban-rural ecological integration,indicating a certain"green paradox"phenomenon.Based on the above research con-clusions,it is proposed to continuously promote the construction of pilot zones for green agricultural development,improve government regulation and market incentive mechanisms,and focus on regional heterogeneity to implement targeted policies.关键词
