Impact of high-speed rail operation intensity on inclusive green development in the Yellow River Basin:an analysis from the center-periphery perspective of seven urban agglomerations

Abstract

The achievement of inclusive green growth is crucial for ecological conservation and high-quality development in the Yellow River Basin,where high-speed rail operations have significantly impacted this process.This study empirically analyzed the influence of high-speed rail operations on inclusive green development in the Yellow River Basin using panel data from 57 prefecture-level and above cities within the jurisdiction of the seven urban agglomerations from 2006 to 2020.Adopting a center-periphery perspective,the study employed an intensity difference-in-differences model to examine this impact.The findings indicated that:① Increased high-speed rail operation intensity promoted inclusive green development in the Yellow River Basin,with central cities exhibiting more pro-nounced effects compared to peripheral cities.② Mechanism tests revealed that high-speed rail operations facilitated inclusive green development through the transportation substitution effect,a relationship applicable to both central and peripheral cities.However,la-bor force mobility resulting from high-speed rail operations exacerbated the"siphon effect"of center cities on peripheral cities,leading to contrasting effects on the inclusive green development of these two city types.③ Heterogeneity analysis demonstrated that the impact of high-speed rail operations on inclusive green development varied across cities due to disparities in natural resource endowment and urban sprawl levels.④ At the city pair level,an escalation in high-speed rail operation intensity between cities enhanced the associa-tion with inclusive green development,yet the intensification of high-speed rail operations between peripheral and center cities widened the gap in inclusive green development levels.In contrast,elevating high-speed rail operation intensity between peripheral cities facili-tated collaborative development.Consequently,in the Yellow River Basin,a steady advancement in the construction and operational in-tensity of the high-speed rail network is necessary,based on the demand for factor mobility and cost considerations.Early planning should address short-term livability issues caused by peripheral urban hollowing,strengthen and optimize center cities,and establish a differentiated development pattern with mutual support.It is imperative to fully consider the heterogeneity in natural resource endow-ment and urban sprawl levels when formulating targeted strategies to leverage the promoting effects of high-speed rail operations on in-clusive green development.
