Exploration of the Challenges and Countermeasures of Health Technology Assessment from the Perspective of Spillover Effects on China's Medical Insurance Decision-making

Abstract
With the advancement of medical technology and the aging of the population,medical expenses continue to rise,and the medical insurance fund is under tremendous pressure.Health technology assessment(HTA),as an important tool in medical insurance decision-making,provides a basis for decisions such as the adjustment of the medical insurance catalog and price negotiations.However,traditional HTA is mostly based on the perspective of basic medical insurance payers,focusing on the direct medical costs and health outputs of individual patients,and ignoring the indirect impacts of the application of health technologies on patients'families and society,that is,the spillover effects.Therefore,from the perspective of spillover effects,this paper deeply explores the various challenges it poses to China's medical insurance decision-making,and puts forward practical countermeasures in a targeted manner,aiming to provide a reference for improving China's HTA system and optimizing medical insurance decision-making.关键词
