摘要

Abstract

Under the global climate change,the frequency and intensity of extreme urban rainstorm floods are rising,which makes the extreme hydrological events becoming more frequent,stronger,and more widespread.The new trend of urban flood events has been analyzed in terms of flood evolution characteristics and combined superimposition effects.The current urban flood defense is facing problems like imperfect joint prevention and control dispatch plans,as well as the lack of an integrated monitoring,early warning,and intelligent decision-making system.In response to the needs of urban flood prevention and control under the new situation,a technical framework for joint prevention and control of urban foods has been proposed.The application and demonstration have been carried out in the North Canal Basin and the Beijing Sub-center Urban Area.The test application results of the heavy rainstorm event in Beijing on July 30,2024,show good consistency between forecast results and actual waterlogging conditions,meeting the accuracy requirements for imminent disaster warnings.In the future,it is necessary to further refine technical requirements of imminent disaster warnings for specific targets,which could enhance the precision and timeliness of targeted warnings.The proposed technical measures can provide scientific support to improve the preventive capabilities,including prediction,early warning,rehearsal and pre-plan for urban flood prevention.
