Practice and innovation in the operation and management matrix of Jihongtan Reservoir

Abstract
In alignment with the Guidance of the Ministry of Water Resources on Accelerating the Construction of a Modernized Reservoir Operation and Management Matrix,Jihongtan Reservoir in Qingdao,Shandong Province,has initiated a pilot project tailored to its specific characteristics and operational needs.By systematically reviewing existing management frameworks,identifying deficiencies,and establishing clear construction requirements,a comprehensive plan was developed to implement the"four comprehensive"management,"four mechanisms(governance)"system,"four pre"measures and"four management"efforts.With data empowerment at its core,the Jihongtan Reservoir breaks internal data barriers,promotes external data sharing,enhances the perception system,and strengthens comprehensive monitoring capabilities.The reservoir has leveraged modern technologies to innovate intelligent operation and management models,achieving breakthroughs in areas such as water dispatch simulation,dam-break scenario rehearsals,and intelligent inspections.This modernization effort has significantly improved the precision and informatization of reservoir operations,bolstered operational safety,and enhanced risk management capabilities.The outcomes of this initiative are designed to be shareable,replicable,and scalable,offering valuable insights for the precision,informatization,and modernization of reservoir operation and management.关键词
