双控目标下推进水预算管理工作方法研究
Research on methodologies for advancing water budget management under dual control targets for water resources

Abstract
The water budget management system represents an innovative approach to water resource governance under new circumstances,aiming to achieve refined allocation and sustainable utilization of water resources while enhancing the role of water rights and water markets in resource distribution.This study analyzes the foundational aspects of water budget management in China from three dimensions:policy and regulatory frameworks,technical support,and information system development.Drawing on fiscal budget management experiences and considering the characteristics of water resources,the concept of water budget management is proposed,emphasizing its systematic planning,dynamic adaptability,and scientific rigor.The primary workflow is outlined,encompassing key phases including budget application and review,issuance and execution,adjustment,and final accounting.A comprehensive institutional framework is established,comprising one guiding ideology,five fundamental theories,one basic principle,two primary constraints,a three-step workflow,a four-tier organizational system,four key technologies,and four critical safeguards.A multi-objective optimization model for refined water allocation is developed,featuring optimization equations that prioritize minimizing water shortages and reducing water use costs,constrained by water supply availability,permissible usage limits,and efficiency requirements.The algorithmic steps of the model are presented.Recommendations are proposed to enhance water budget management,aiming to provide methodological and technical support for the implementation of water budget management systems.关键词
