农村供水风险评价指标体系研究与应用
Construction of a rural water supply risk evaluation index system and its application——a case study of Wuxi County,Chongqing

Abstract
Rural water supply projects often exhibit limited resilience to risks.To enhance early warning capabilities for rural water supply risks,this study takes Wuxi County,Chongqing,as a case study.By analyzing rural water supply emergencies over the past two years and employing the Delphi method alongside the Analytic Hierarchy Process(AHP),a risk evaluation index system was developed based on factors such as precipitation,climate,current engineering conditions,water quality,and the natural environment.The findings indicate that a significant proportion of projects in Wuxi County fall into the medium-risk category.From the perspective of affected population,water treatment plants pose the greatest risk,impacting 35%of the population,thereby representing a critical focus for risk prevention and control.In terms of early warning frequency,risks associated with water sources and operational management account for the majority,at 48.1%and 47.9%respectively,identifying them as primary risk points.To address these risks,it is recommended that Wuxi County fully implement the"3+1"standardized construction and management model for rural water supply,enhance the engineering system,promote unified county-level management and professional maintenance,strengthen emergency water supply guarantees,and improve intelligent management systems and automation monitoring of water treatment plants.The application of rural water supply risk evaluation in specific projects holds significant importance for the identification,early warning,and management of risks.关键词
