From"Connotation Foundation Building"to"Strategic Support":The Iterative Logic and Strategic Choices of the"Double-high Plan"Under the Background of Building a Powerful Education Country

Abstract
The high-quality development of vocational education plays a crucial supporting role in advancing a powerful education country.The development of higher vocational colleges in China has undergone transformations in line with economic development shifts and the evolution of talents cultivation in these institutions,adjustments in the construction of vocational education system and the specialization of higher vocational colleges,and enhancements in the mission of the era of building a powerful education country and the educational standards of higher vocational colleges.The"double-high plan"serves as a vital vehicle for implementing the educational policies and decisions of the Party and the state,a significant measure to expand the supply of strategic talents crucial for the country,and a key approach to deepen the construction of a modern vocational education system.The second phase of"double-high plan"aims to enhance its alignment with the economic and social development of the new era,continuously improve people's satisfaction with vocational education,and bolster the support of new qualitative productivity for industrial development.Against the backdrop of building powerful education country,the practical pathways for the second phase of"double-high plan"are as follows:shifting from task-oriented strategies to service-oriented strategic positioning to delineate a new vision for the development of Chinese vocational education;transitioning from inward development to outward support,adhering to the overarching logic of serving socio-economic development;moving from the construction of educational conditions to the enhancement of key educational capabilities,solidifying the connotative development of vocational education;and transforming from standardized construction to distinctive development to focus on elevating the core competitiveness of institutions.关键词
