类型学视域下职业教育政策试点扩散的模式及其驱动机制
Diffusion Patterns and Driving Mechanisms of Pilot Programs in Vocational Education Policy from the Perspective of Typology

Abstract
Pilot programs serve as an important policy tool for achieving high-quality development in vocational education.In the policy implementation process,the diffusion of pilot programs has emerged as a localized mechanism for promoting the implementation and innovation of vocational education policies,gradually becoming embedded within the complex practical activities of vocational education.Based on the typological approach,this study constructs an analytical framework of"policy type-diffusion mode-driving mechanism".Starting from the dimensions of local intergovernmental relations and the"clarity-ambiguity"of policies,it inductively identifies three types of vocational education policies through vertical logic:"central clarity-local ambiguity","central ambiguity-local clarity",and"central clarity-local clarity".Correspondingly,three typical diffusion modes of pilot programs in vocational education policy are proposed:"top-down hierarchical transmission","bottom-up absorption and radiation",and"combined top-down and bottom-up linkage promotion".Furthermore,this study proposes three major driving mechanisms behind these pilot diffusion activities,namely"political achievements","social demands",and"economic benefits",aiming to provide references for the high-quality development of vocational education in China.关键词
