摘要
Abstract
Focusing on the safety supervision and assessment system under the entrustment management mode of oil and gas storage enterprises,the problems existing in the escrow system mechanism,safety produc-tion input and responsibility implementation were analyzed.In the escrow system mechanism,the information flow was not smooth and the system docking was not good.The allocation of production safety investment funds was unreasonable,and the update of key safety equipment was lagging behind.The definition of safety produc-tion responsibility was vague,and the buck-passing phenomenon occurred frequently.For this purpose,a com-prehensive safety supervision and assessment system was built:by optimizing the management system,breaking down information silos,and promoting institutional integration;improving the assessment system by clarifying assessment indicators and weights to enhance its scientific and fair nature;strengthening informatization through the use of big data and IoT to enable real-time monitoring and early warning;and enhancing collaborative super-vision by integrating supervisory efforts from various parties to form a united regulatory force.Practice proved that the system effectively standardized the entrustment management process,enhanced the implementation of safety responsibilities,improved the level of safety management,and provided a path and practical experience for the safety management of oil and gas storage enterprises.关键词
