Abstract

To mitigate the impact of intermittency and uncertainty of new energy on a power system,a joint peak-shav-ing scheduling model is constructed in this paper considering novel energy storage systems,and a peak-shaving com-pensation mechanism is designed to enhance the enthusiasm of flexible resources for peak-shaving.First,the novel en-ergy storage systems are aggregated into an energy storage virtual peaking plant to participate in peak-shaving,and a joint wind-thermal-storage peak-shaving scheduling model involving various flexible resources is established.Second,from the perspectives of fairness and incentives,the peak-shaving contribution is quantified using the average peak-shaving curve,and the composition and sources of compensation cost are discussed.Finally,a dual-layer peak-shaving compensation mechanism based on the improved Shapley value method is proposed,aiming to achieve a fair allocation of compensation cost.Numerical simulations show that the proposed model and mechanism can improve the benefits of peak-shaving scheduling,incentivize the flexible resources to participate in peak-shaving scheduling and promote the consumption of new energy.
