Policy Text and Quantitative Evaluation of Agricultural Industry Transformation and Upgrading in Hebei Province
摘要
Abstract
The policies for the transformation and upgrading of the agricultural industry play a crucial role in promoting agricultural economic development,improving livelihoods,and enhancing farmers'income levels.This study conducts a policy text analysis from three aspects:policy tools,policy objectives,and policy intensity.A quantitative evaluation is performed on nine selected policies related to the transforma-tion and upgrading of the agricultural industry through content analysis methods.By referencing the PMC index model,an evaluation indicator system for these policies has been established.Among the collected policy documents,there is 1 outstanding document,6 good documents,and 2 average documents;the av-erage PMC index score is 5.67 with an effectiveness rating classified as good.The excellent rate of select-ed policies aimed at promoting agricultural industrial transformation and upgrading in Hebei Province is approximately 77.78％.Overall,while the design of these policies is reasonable,there exists significant disparity among various policy tools;moreover,the mean scores of PMC indices across different dimen-sions are relatively low.In response to these findings,recommendations are made to enhance policy tools,improve policy objectives,strengthen regulatory oversight on policies,and formulate comprehensive policy planning strategies.关键词
