RCEP协定下我国应对农产品SPS贸易壁垒对策研究
Research on Countermeasures for China's Response to SPS Trade Barriers in Agricultural Products under the RCEP Agreement
摘要
Abstract
The RCEP agreement has come into effect,further reducing tariffs among members and increasing the level of openness and liberalization.However,under the new international economic and trade situation of the resurgence of trade protectionism,SPS trade barriers still exist,and China's agricultural product trade continues to face disguised obstacles.The reasons for this are the lack of transparency in the implementation of SPS measures among members,ambiguity in the core SPS rules of the RCEP agreement,insufficient regional cooperation in SPS,and an imperfect green standard system for agricultural product safety in China.China should explore countermeasures from both international and domestic perspectives.On the one hand,we should actively promote the optimization and upgrading of SPS rules in the RCEP agreement,promote regional cooperation and coordination in SPS,and enhance the discourse power of SPS international rule making.On the other hand,we should improve domestic laws and regulations on animal and plant inspection and quarantine,align with international agricultural product safety standards,and improve the environmental labeling system to resolve the disguised restrictions of green trade barriers on free trade of agricultural products.关键词
