Construction and Application of Evaluation Model of Tackling"Sticking Neck"Technology:Taking Jiangsu's New Materials Industry as an Example

摘要

Abstract

[Research purpose]The evaluation of"sticking neck"technology research can provide guidance for government departments to scientifically layout research projects and provide a basis for enterprises to carry out research and development layout.[Research meth-od]This study constructed a three-stage evaluation model of"sticking neck"technology research,including"sticking neck"technology identification,technology evaluation and technology layout.In the stage of technology identification,the"sticking neck"technologies of the new material industry that need to be tackled urgently in Jiangsu are identified by Delphi method.In the stage of technology evaluation,the"sticking neck"technology tackling evaluation model with six dimensions of discipline readiness is built by using technology maturity model for reference.In the stage of"technical layout",technical parameters are added to the technical name,and the list of"sticking neck"technologies is transformed into the list of guidelines for scientific and technological projects.Through the evaluation model,the de-velopment status of the technology and the priority of the technology to be tackled are evaluated to provide support for the government de-partments.[Research result/conclusion]The conclusion shows that there are 14"sticking neck"technologies that need to be tackled ur-gently in Jiangsu's new material industry,the most urgent technologies are distributed in the third generation semiconductor industry chain,and the most urgent technologies are gallium nitride,silicon carbide power devices and microwave devices.From the perspective of disci-pline readiness,Jiangsu's layout of disciplines provides the strongest support for smart sensor technology.From the perspective of patent readiness,high-value patents and patent growth rate maturity of large-size high-quality GaN,AlN,SiC substrate and epitaxial technolo-gy are the highest.From the perspective of talent readiness,high-performance special steel technologies such as high-end bearing steel have the largest number of discipline talents.From the perspective of market readiness,graphene-based advanced energy storage technolo-gy has the strongest market potential and demand.From the perspective of ecological readiness,the research and development conditions of high-performance special steel technology are the most mature.
