非对称联盟视角下美巴反恐情报合作研究
Research on US-Pakistan Counter-Terrorism Intelligence Cooperation from the Perspective of Asymmetric Alliance
摘要
Abstract
[Research purpose]The counter-terrorism intelligence cooperation between the United States and Pakistan has a long history,but its cooperation process has been full of twists and turns.From the perspective of asymmetric alliance,studying the issue of counter-ter-rorism intelligence cooperation between the United States and Pakistan will help grasp the evolutionary logic behind it and form inspiration for China.[Research method]Based on text analysis and process tracing,with the help of asymmetric alliance theory,the"asymmetry-vulnerability"analysis framework of counter-terrorism intelligence cooperation between the United States and Pakistan is established,the different evolutionary stages of counter-terrorism intelligence cooperation between the United States and Pakistan are systematically sorted out,its evolutionary logic is deeply analyzes,and its future trends are carefully assesses.[Research result/conclusion]The study finds that the asymmetry of counter-terrorism intelligence cooperation between the United States and Pakistan determines the fragility of the counter-terrorism intelligence cooperation between the two countries.In counter-terrorism intelligence cooperation,the two countries fol-low different logics:the United States attaches more importance to"strategic autonomy"rather than"intelligence security";Pakistan atta-ches more importance to"strategic security"rather than"intelligence autonomy".Once the differences between the two countries in"stra-tegic autonomy"or"strategic security"expand or conflicts arise,the fragility of counter-terrorism intelligence cooperation will have a negative impact on their cooperation.China can learn from this and deepen the creation of a China-Pakistan counter-terrorism intelligence cooperation model based on equality and mutual trust.关键词
