Five Eyes' Cyber Intelligence Mechanism on Russia in the Context of the Russia-Ukraine Conflict

Abstract
[Research purpose]The Five Eyes Alliance is one of the most efficiently operated multinational intelligence cooperation mech-anisms.During the Russia-Ukraine conflict,the cyber intelligence contest between the Five Eyes and Russia has intensified,with the alli-ance adopting new characteristics and pathways in its intelligence operations against Russia in cyberspace.These developments warrant fur-ther analysis and evaluation.[Research method]This study examines primary sources such as legal frameworks and policy documents to analyze and summarize the evolving dynamics of Five Eyes' cyber intelligence activities against Russia.The analysis focuses on role divi-sion,cross-border collaboration,information flow,coordination capacity,role complementarity,and operational effectiveness,outlining the fundamental framework of the alliance's cyber intelligence mechanisms against Russia.[Research result/conclusion]According to the Five Eyes,Russia poses both a direct threat to the alliance and an indirect threat to international security.Russian cyberattacks are charac-terized by diverse attack methods,covert and persistent infiltration,customized technologies,and innovative attack vectors.In response,the Five Eyes countries have taken countermeasures,including strengthening cybersecurity technologies,addressing"information war-fare",and enhancing military intelligence and geopolitical monitoring.However,the alliance still faces significant limitations and challen-ges in areas such as technical and tactical constraints,strategic and policy divergences,and legal and ethical controversies.关键词
