Digital Currencies:An Effective Tool to Circumvent U.S.Financial Sanctions?

Abstract
[Research purpose]Currently,the core of U.S.financial sanctions has changed to the way of"cutting off international pay-ment and clearing channels",whether digital currency is an effective means to circumvent U.S.financial sanctions and how to improve its circumvention effect is still unclear,and studying the effect of digital currency to circumvent U.S.financial sanctions will help China ef-fectively respond to financial sanctions from U.S.and enhance China's dominant position in the development of global digital currency.[Research method]Through the study of cases,literature,relevant rules and policies,this paper analyzes the principles and restrictions of digital currency to evade U.S.financial sanctions,so as to clarify China's path to improve the circumvention effectiveness.[Research re-sult/conclusion]In principle,digital currency has the effect of circumventing U.S.financial sanctions,but it is influenced by three fac-tors:U.S.sanctions targeting digital currency,the limitations of cryptocurrencies,and the unclear dominance of the global development of legal digital currency.China needs to improve the efficiency of digital currency to circumvent U.S.financial sanctions by focusing on legal digital currency and supplemented by cryptocurrency,leading the reconstruction of the international payment and clearing system with digital currency,and promoting the development of international rules for digital currency in the direction of equality and fairness,so that U.S.cannot build a new hegemony in the field of digital currency.关键词
