科斯理论视角下我国用水权制度演进与改革方向
The evolution and reform direction of China's water rights system from the perspective of Coase theory
摘要
Abstract
In response to the current situation of inconsistent understanding and many difficulties and obstacles in China's water rights reform,based on the Coase's Three Theorem,this paper deeply examines and analyzes the theoretical logic of the"three-step"reform evolution of initial allocation and confirmation of water rights,water rights trading,storage and reallocation of water rights.It summarizes the practical experience,theoretical basis and reform direction of the evolution of China's water right system.The research has found that the evolution of the water rights reform system and policy adjustments are highly consistent with Coase's Three Theorem.The initial allocation confirmation,market-oriented trading,storage and reallocation are the three core components of China's water rights system and policy.In particular,storage and reallocation mechanism has a dual attribute of"government+market"and a dual pronged approach,which makes important practical contributions to activating the water rights market and correcting initial allocation results.Based on this,relevant policy recommendations are proposed for China to standardize and promote water rights reform and activate the water rights trading market.关键词
