Changes in the distribution system of ecological water rights in the oasis of the Tarim River Basin
摘要
Abstract
In order to promote the construction of ecological civilization and the transformation of green and sustainable development in the oasis of the Tarim River Basin through institutional innovation,this paper uses the literature research method to sort out the problems and influencing factors of the construction of the ecological water right allocation system in the oasis of the Tarim River Basin,analyzes the inducements of the change of the ecological water right allocation system,explores the theoretical mechanism of the change of the ecological water right system from the aspects of water law,property rights theory,research and institutional innovation,and clarifies the change mode and principle of change.The study concludes that under the background of the national high-quality development strategy of promoting ecological priority,green and low-carbon,the change of ecological water right allocation system will be an important part of the construction of water right system and institutional innovation in river basins in the future.The definition of ecological water rights,allocation,price,compensation,supervision and other institutional changes and the construction of relevant laws and regulations will become an important institutional guarantee for the allocation of ecological water rights and the maintenance,restoration and reconstruction of the ecological environment in the Tarim River Basin.关键词
