黄河流域横向生态补偿政策的经济发展效应研究
Research on the economic development effects of horizontal eco-compensation policies in the Yellow River Basin

Abstract
To thoroughly examine the effects of horizontal eco-compensation-a novel environmental management policy primarily leveraging economic incentives,this study utilizes panel data from 98 prefecture-level cities(2010-2022)and employs a PSM-DID approach to investigate the economic development impact and underlying mechanisms of the horizontal eco-compensation policy in the Yellow River Basin.Key findings confirm that the horizontal eco-compensation policy significantly stimulates economic growth in recipient regions.Mechanism tests reveal that this policy promotes growth by advancing industrial structure upgrading(industrial sophistication),whereas its effect via enhancing technological innovation levels in recipient regions is statistically insignificant.Furthermore,heterogeneity analysis demonstrates that the economic benefits of the policy are more pronounced in regions with higher baseline economic development and areas facing greater fiscal pressures.关键词
