摘要

Abstract

In order to enhance the management level of the talent team in water conservancy projects,from the perspective of new quality productive forces,an evaluation index system for the refined management talent team of water conservancy projects is constructed in this paper in terms of four aspects:introduction,cultivation,utilization,and evaluation.Taking a Hydraulic Engineering Management Office as a sample,the improved matter-element extension model is applied to conduct an evaluation and analysis on the current situation of the talent team.The results show that the comprehensive evaluation result of the refined management talent team in water management units is"Good",the three aspects of introduction,cultivation and evaluation have all demonstrated relatively good effects.The evaluation result of talent utilization is"Medium",and the talent utilization system urgently needs to be improved.Therefore,improvement countermeasures such as optimizing the talent structure,increasing the intensity of scientific research investment,perfecting the innovation incentive mechanism and improving the multi-dimensional evaluation mechanism are proposed in this paper.
