基于多理论视角的我国现代化水库运行管理矩阵建设研究
Research on the construction of modern reservoir operation and management matrix in China from multiple theoretical perspectives

Abstract
Chinese modernization has set higher standards for water governance,and reservoirs play a crucial role in ensuring water security and optimizing resource allocation,yet they face multiple challenges such as safety risks,efficiency pressures,and sustainability concerns.It is urgent to accelerate the establishment of a modern reservoir operation management matrix.This paper deeply analyzes the entire process of constructing a modern reservoir operation management matrix from multiple theoretical perspectives,including top-level design,goal assurance,management foundation,core content,and goal realization.Using this framework,this study examines the innovative practices in Shandong Province and summarizes advancements in six dimensions:management concepts,management mechanisms,management structures,management models,management systems and management methods.The construction of a modern reservoir operation management matrix should be guided by national governance theory,with the core objectives being the safe operation of reservoirs and the full realization of benefits,based on standardized management of reservoir projects and matrix management,to comprehensively enhance the precision,informatization,and modernization level of reservoir operation management.关键词
