作为"方法论"的文化何以推进中国式基层治理现代化
How can Culture,as a"Methodology",Promote the Modernization of Chinese-Style Grassroots Governance
摘要
Abstract
The modernization transformation of Chinese-style grassroots governance calls for the e-mergence of culture in the sense of methodology.This is not only a profound reflection on the limi-tations of traditional governance methods,but also an effective exploration of opening up the path of good governance at the grassroots level in the new historical period.Based on the examination of political documents of the Party and the government in the new era,it is found that the"methodo-logical"value of culture is mainly reflected in using"Marxist ideology"as the direction of moderniza-tion of grassroots governance,using"excellent traditional Chinese culture"as the nurturing content of modernization of grassroots governance,and using"common values that the people use without realizing"as the practical support for modernization of grassroots governance.Through the govern-ance structure of"value guidance-psychological internalization-behavioral constraints-system con-struction",four cultural methods,demonstration,identification,regulation,and integration high-light the"methodological"significance of culture in promoting the modernization of Chinese-style grassroots governance.The level by level nesting from grass-roots individuals to grass-roots people and then to grassroots society is promoting the high-quality development of grassroots governance.Facing the goal of modernization of Chinese-style grassroots governance,promoting the transforma-tion of cultural resources into the elements of realizing the modernization of grassroots governance,improving the institutionalized and normalized channels for cultural methods to play a role in grass-roots governance,and better balancing the tension between culture as a"tool rationality"and a"value rationality"are urgent issues that need to be addressed in the maturity and standardization of culture as a"methodology".关键词
