The Evolution of State Functions and Governance Modernization Based on Social and Historical Transformations

Abstract
As the most significant political organization,the state is a product of human societal de-velopment at a specific historical stage.Its institutional form evolves alongside social transforma-tions.From its inception,the state's intrinsic functions have been determined by societal needs,manifesting as political and social functions,which Marx termed the"dual functions of the state".The political function constitutes its fundamental attribute,while the social function represents its essential attribute.The practice of state governance unfolds according to this logic.Consequently,the functions of state governance,alongside their intrinsic roles,are embedded within the processes of social operation and evolve in tandem with shifts in historical social forms,making the moderni-zation of state governance an inevitable trend in contemporary societal transformation.During the agrarian societal era,states and their governance structures existed as classical states,specifically manifested as slave-owning states and feudal states.As human societies transitioned to industrial societies,states and their governance paradigms evolved into modern states,exemplified by capital-ist and socialist systems.Currently,as humanity advances toward an intelligent society,states and their governance frameworks will inevitably adapt by adopting new forms aligned with this societal shift.This constitutes the theoretical rationale for our exploration of state governance moderniza-tion.关键词
