Regional Holistic Governance:A New Path for Effective Implementation of Urban Renewal

Abstract
From the perspective of the entire lifecycle,urban renewal is a necessary component of the urbanization process.Based on the practical case of the"property city"construction in W city,this paper systematically summarizes empirical experience and elucidates the"regional holistic gov-ernance"path for effective implementation of urban renewal,which is to promote urban renewal through organic integration of fragmented existing geographic spaces,significantly reduce the cost-benefit ratio of urban renewal,and substantially improve the quality and efficiency of urban renew-al.Based on the perspective of social reality construction,this paper discusses the operational mechanism of the smooth evolution of the regional holistic governance path in urban renewal from three aspects:endowing long-term practical functions,formulating feasible constitutive rules,and strengthening the consistency of collective intentions.It also proposes optimization strategies such as promoting urban renewal in accordance with the law through supporting institutional construc-tion,promoting balanced distribution of cost-benefit through gradual reform,adjusting the partici-pation of multiple stakeholders based on the situation,and continuously upgrading service perform-ance through information technology,intended to steadily upgrade the modernization level of urban governance and promote high-quality economic and social development in cities.关键词
