统合调适:工作专班自主性适应能力提升机制研究
Corporatist Adjustment:Mechanism Research of the Improvement of Autonomous Adaptability of Special Work Team

Abstract
With the changes in the governance environment,task requirements and functional roles,the government is increasingly inclined to break the conventional governance system and establish various special work teams through organizational restructuring to enhance its adaptability.The a-daptability of the special work team is composed of"congenital adaptation"and"autonomous adap-tation".The regular bureaucratic organization can give the special work team the ability of"congen-ital adaptation",but after the establishment of the special work team,it also faces the problem of adaptation to the regular bureaucratic system,changing social environment,changing policy objec-tives and complex governance tasks.The special work team uses various mechanisms to improve its"autonomous adaptation"ability according to the specific structural environment and policy situa-tion.The practical actions of the"Co-creation Work Team"in Q Village of Hubei Province and the whole process of the implementation of the co-creation policy,demonstrate that the mechanism for improving the autonomous adaptability of the special work team is"corporatist adjustment",specif-ically including a comprehensive absorption mechanism represented by learning,imitation and ex-pansion,an institutionalized coordination mechanism represented by norms,meetings and coordina-tion,and a politicized driving mechanism represented by reporting,display and attention adjust-ment.It is important to note that when tapping into the governance effectiveness of the special work team,the government must also be taken to prevent issues such as its generalization and the decline of its adaptability.关键词
