Stagnation With Growth:The Practice Mechanism and Foundation of Low Rent Maintenance in Farmland Transfer Under Organizational Patronage

Abstract
Against the backdrop of agricultural modernization transformation,the rent of farmland transfer is an important way to achieve the dual goals of increasing income for small-scale farmers and improving the efficiency of farmland utilization.However,there is a lack of discussion on the adjustment and maintenance of farmland transfer rent in the later stage.Based on this,this study,based on field investigations in a military town in southwestern Shandong Province,explains the specific mechanisms of maintaining low rent in farmland transfer from the perspective of organiza-tional patronage.The research finds that in response to the demands of small-scale farmers for rent increases,the village committee adopts practice mechanisms such as delaying resolution,resource capture,and defense through diversion to dissolve the demands,thus enabling the long-term main-tenance of low rent in farmland transfer and creating an abnormal phenomenon of"stagnation with growth".The high cost of collective action by small-scale farmers,the weak driving force of the village committee in negotiation and pricing,and the soft constraints of political supervision by the grassroots government jointly constitute the foundation for the effective practice and reproduction of organizational patronage.From a social benefit perspective,the abnormal maintenance of low rent in farmland transfer under organizational patronage leads to the dual de-peasantization of agricultur-al interest distribution and village social governance,resulting in social consequences of strong accu-mulation and weak intensification.Based on this,this paper puts forward three policy suggestions:first,local governments should fulfill their supervisory duties and enhance the compliance of effec-tive transactions;second,establish a flexible rent system and a risk-sharing mechanism based on mutual benefit and negotiation;third,optimize transaction choices and improve the orderly compe-tition mechanism of farmland transfer transactions.关键词
