Efficiency Pattern Refactoring:Chinese Economy from Structural Deceleration to High-Quality Servitization

Abstract
In the service-oriented stage when economic development is moving towards leapfrog growth,the allocation of production factors may deviate from the efficiency principle,resulting in the phenomenon of"structural deceleration".The servitization stage is a critical period for economic growth differentiation,and promoting the transformation of China's economic structure to high-quality servitization is the only way which must be passed to successfully overcome the painful period of growth. Firstly,the characteristic facts of China's"structural deceleration"are revealed from the national level and provincial level.Secondly,based on the perspective of"productivity",a general equilibrium model is constructed to explain the occurrence mechanism of"structural acceleration"and"structural deceleration"of China's economy.Combined with the experience and facts of China's economic development,the fundamental reasons for China's"structural slowdown"are revealed in detail.Then the paper points out the future direction of China's economic structure transformation to high-quality servitization.Finally,according to the theoretical logic of"efficiency model reshaping",this paper analyzes the policy advice of China's industrial structure to high-quality service-oriented transformation from three dimensions of factor level,industry level and macro level. This paper points out that China's rapid economic growth since the reform and opening up and the slowdown in economic growth after the new normal are respectively in line with the development law of"structural acceleration"and"structural deceleration".The transformation of China's industrial structure"servitization"at this stage has not produced"structural dividends",nor has it been able to get rid of the development law of"structural deceleration",which has promoted China's economy into a new normal.On the surface,the"structural deceleration"seems to be the relatively low productivity of the service industry,and the allocation of production factors does not meet the principle of efficiency,thus entering the"inefficient development model".But in fact,the deeper reason is the unsustainability of the traditional industrial economic growth model,and the failure of the new"high-efficiency development model"to materialize.Therefore,in the servitization stage,China's economy needs to promote the transformation of economic development from the"high productivity-low consumption rate"development model with the"investment inducement mechanism"as the core to the"high productivity-high consumption rate"development model with the"integration of knowledge production and consumption"as the core,that is,the"efficiency model reshaping"."Efficiency model reshaping"requires continuous optimization of production structure and demand structure,and give play to the linkage effect of supply and demand to promote the transformation of economic growth from supply-side to demand-side-led,so as to realize the spiral of economic development mode.From the perspective of industry,the"reshaping of efficiency model"is reflected in the transformation of industrial structure from industry-based to service-oriented,and the internal structure of various industries has been continuously optimized,and the level of coordinated development between industries has been continuously improved.From the perspective of growth model,the corresponding performance of"efficiency model remodeling"is the transformation from the"investment inducement mechanism"model in the low-cost industrialization period to the"knowledge consumption and production integration"model in the high-quality service-oriented stage.In the future,China's industrial structure transformation should focus on the cultivation of knowledge factors at the factor level,focus on the optimization of the service industry structure at the industrial level,and mainly focus on economic system reform at the macro level. To a certain extent,the conclusions of this paper reveal the formation mechanism of"structural acceleration"and"structural deceleration"of China's economy and the internal logic of promoting China's economy from structural deceleration to high-quality servitization.It can help China break the trap of"structural deceleration",achieve leapfrog economic development,and provide policy support for China's economic transformation towards high-quality service-oriented development.关键词
