Abstract

Ensuring the robust development of the digital RMB(DC/EP)ecosystem is closely related to achieving the strategic goal of accelerating digital economy development proposed in the report of the 20th National Congress of the Communist Party of China.However,during the promotion of the digital RMB pilot projects,which primarily target M0(i.e.,cash in circulation),issues have arisen regarding the low enthusiasm of participants.This has led to difficulties in achieving the expected growth in the user base,thereby posing challenges to the stable development of the digital RMB ecosystem. This study aims to explore the intrinsic connection between the theory of the financial ecosystem and the concept of digital RMB.It draws upon the research methods of Gu Xiaochuan et al.(2005)and Zhang Ying et al.(2022)concerning the structure,characteristics,and influencing mechanisms of financial ecosystems.By applying these theoretical research methods,the study conducts a detailed analysis of the digital RMB ecosystem.It thoroughly investigates its core elements,typical features,ecosystem structure,and influencing mechanisms,with a particular focus on analyzing its structural composition and the interactions and synergies among its various components.This is to reveal the operational mechanisms of the digital RMB ecosystem. Compared to previous literature,this paper advances in two key areas:first,it explores the essential elements,characteristics,and structure of the digital RMB ecosystem,thereby deepening our comprehension of the relationships and interaction patterns among participants.This understanding aids in expanding application scenarios and promoting economic integration.Second,the paper investigates the influence mechanisms between elements within the ecosystem,aiming to offer theoretical foundations and practical guidance for optimizing resource allocation and enhancing system resilience.To steadily advance the development of digital RMB,it is crucial to consider the synergistic effects of positive incentives and negative constraints,feedback loops,and dynamic equilibrium self-regulation mechanisms to achieve precise control over the subsystems of entities and the environment.By bolstering the capacity building of entity subsystems,optimizing the support conditions of environmental subsystems,enhancing the regulatory efficiency of supervisory subsystems,and encouraging synergistic interactions among subsystems,challenges can be effectively addressed.This fosters the healthy development of the digital RMB ecosystem,supports financial technology innovation,and thereby promotes national financial security and economic growth. Based on the content and outcomes of this study,this paper proposes the following policy recommendations:first,enhance the development of the primary subsystem,which involves increasing support for commercial banks and other financial service providers.Encourage them to boost investment in digital RMB technology research and development,product innovation,and market promotion.Secondly,enhance the support infrastructure of the environmental subsystem.This includes refining the legal and regulatory framework pertinent to digital RMB,bolstering cooperation and exchanges with the international community in the realm of digital currency,and fostering the development of a unified international standard and regulatory framework for digital currencies.Thirdly,elevate the regulatory efficacy of the regulatory system.Specifically,this entails improving the digital RMB regulatory framework,instituting risk assessment,monitoring and early warning,emergency response,and other mechanisms to ensure the stable operation of the digital RMB ecosystem.Finally,stimulate the synergistic effect among subsystems by reinforcing information sharing,policy coordination,resource integration,and other methods.This approach aims to encourage each subsystem to contribute more actively within the digital RMB ecosystem,collaboratively explore a broader range of application scenarios and business models for digital RMB,and offer effective support in addressing the challenges faced by digital RMB.
